What happened?

The Ministry cross-checked platform data against the official registries of each autonomous region. The result: more than 86,000 active listings without a valid registration number, with expired licenses, or with zoning incompatibilities.

The key figures

  • In November 2025 there were329,764 short-term rentalslisted on platforms, almost 47,000 fewer than a year earlier.
  • More than34,000 registration applications were rejecteddue to non-compliance.
  • The 86,275 illegal listings represent approximately26% of the active market.

Important:the Single Rental Registration Number (NRUA) has been mandatory since July 1, 2025. Without it, your listing can be removed even if you hold a valid regional license. These are independent obligations.

Platform obligations: 48 hours

Airbnb, Booking, and other platforms must remove any listing withina maximum of 48 hoursof receiving an administrative order. Removal can occur without prior notice to the owner.

The €64 million fine against Airbnb

The Ministry of Consumer Affairsfined Airbnb €64 millionafter identifying 65,122 unlawful listings. The data on those owners has been passed on to the authorities of each autonomous region to initiate the corresponding proceedings.

How do you know if you're affected?
